He was selling plugins and theme frameworks. These are mostly php. The theme frameworks have the bare minimum with regards to css and usually have NO IMAGES.
Now I didn't see the whole list of stuff that was in the package. Premium plugins and theme frameworks would probably fall under the category you mention above.
