I have only experienced CCBill as an affiliate. Back in the day, before JaYMan Cash/That One Program was Raven Riley Cash, they used CCBill exclusively. But that was before I went onboard.
It is obviously the VISA approval that I was thinking of. I wasn't aware of it being a two tiered approach.
Though I do think that the post that Robbie copied over from XBiz kind of clarifies that they are aware of what they are processing.
