You are 100% correct, but terms are terms.
Example, "lolita" is forbidden for all sites in CCbill's terms, not just for smaller accounts. So is beast sex, bloody sex, snuff, and so on.
Forget the piracy issue and DMCAs. If they just followed their own terms, oron would be canned. I've already sent someone at CCbill a list of lolita links along with pissing while having sex and some other nasty things they don't allow, so they are now well aware of what is going on there.
