That's actually a really bad way to judge uploading.com's pirate-ness. Since uploading.com's site can not be searched then Google is going to index very few pages. The only pages Google would index would be the public stuff, support, contact, etc.
The organizations reporting uploading.com urls to Google are only inflating their numbers by reporting those URLs which would never show up in Google's index anyway. (You can report ANY URL to Google regardless if its showing up in their search or not).
So while the number might seem high, it's actually a drop in the bucket of the true number of infringements on uploading.com, any anti-piracy company worth their rate would report those URLs to uploading.com, not Google.
