If a site has no sales it can be valued on the following (in my experience):
Traffic volume and quality of traffic
Site layout and any script value
Other property value (like owned content)
If it's just traffic that's traded in a TGP network, it's not worth a lot. Since TGPs are yesterdays news and it takes 20.000 hits to make a sale... well you do the math
