According to you, if I get your damn cookie on my computer but decide not to sign up "at that time" you still want to get credit for it. It's not first come / first serve; It's the most recent cookie that has prompted me to sign up.
You can sit here and bitch about how it's done until you are blue in the face. However, it's an imperfect world and there is no single "best" way of doing things.
