I agree with Claire Perry MP. It's the parents who decide to have the filter on or off.
Not the government.
Maybe removing the Government from the decision of what is and isn't acceptable is the best route. Let ISPs advertise the availability of a service with an opt in or opt out service.
Also too much emphasis on porn, there's lots of things on the Internet I do not want my 10 year old girl to be watching. I can monitor what she watches, sadly few parents are as Internet savvy as me and we all know my limitations.
