By law, the answer to this question varies, state by state.
As a matter of what the U.S. Dept of Justice (a federal entity) thinks, the
DOJ weighed in just about a week ago to say that the First Amendment does, in fact, ensure that citizens have such a right, at least when the police are conducting their actions in public.
When the police conduct is taking place outside of public view, it becomes a more complicated question.
