This is an interesting article on the possible tactics of sending surrogates like Biden to gauge public reaction on the presidents behalf.
I personally think it's possible there could be a rift between Obama & Biden and that Biden was forcing Obama's hand on this issue to demonstrate his ability to affect Obama's presidency. But who knows really.
