You're shooting in a public area. IE an area that may not be visited but not private property. They got you bang to rights.
The lawyer is advising you to spend money with him. It's like asking Aaron or Madalton if you should hire them to shoot porn.
Pay the fine as Aaron says. You broke the law and it's not the first time, your whole site will be used against you in a court of law at $1,000 an hour. Including postponements and hours waiting in the halls waiting to be called in front of the judge.
