Single player games can be played offline. Multiplayer games can be played online. Small games can be made to run from an .exe file or something. It's 1mb or 2mb or 5mb. Some games can be played online from a web site - flash, javascript or other scripts. The logic is there. Take a look at
http://games.yahoo.com or other game sites to see games that can be played online from the site.
