technically, it's not the same people. the principle of "greenhouse gas" effects were discovered multiple times by scientists in a number of different disciplines. it's politicians policymakers and sorporate leaders who have proposed carbon taxes, or, alternatively, carbon markets under a cap and trade system.
I could explain to you how we discovered how co2 concentrations in the atmosphere works to cause greenhouse effect, but it's a long boring story, Interesting in how it starts tho, because it starts with research into infrared guidance systems for missles shortly after ww2.
I doubt you really want to know how we know co2 causes global average temps to rise.
anyway, the question of what to do besides carbon taxing is still a good one.
see, the thing is, what powers do governments really have? they can tax things, they can regulate some things, which is basically another form of tax, they can go to war. thats what governments do, thats what governments have done for the whole 6000 year history of modern civilizations. They are not designed to solve a problem like global warming.
personally i figure whats gonna happen is, things will get slowly worse, then when the economy suffers, people like you will run to the government screaming "why didn't you protect me from this?".
