They have been around for years. A lot of affiliates are using them for their check cashing services. Mainly European and Russian webmasters. In EU it costs like $20 to cash a check, they do it for $7. It's a lot faster and cheaper.
Paxum also needs copies of your passport or ID, it's a Mastercard 'know your customer' rule. Both use the same bank for their Mastercards.
To have them cash your checks you fill out their company name and address details in your affiliate account and you add your account number to it. So they cash the checks and know to which account to credit the amount.
