Um....A President having more flexibility in his second term is a pretty well known and standard political concept.
Basically it goes like this:
1) Lean far to the left or right to get through the primary
2) Go back to the middle to get elected
3) Have all your policies watered down during your first term.
4) Go back and promise the base to do it right this time to get your voters energized.
5) Go back to the middle to win the actual general election.
6) Have one year to actually implement a policy or two.
7) Lame duck President
8) Turn it all over to the other party to do it all over again.
That's pretty much U.S. Presidential politics.
