Like I posted in another thread about the same subject. Baltimore is the heroin capitol of America. When I lived in Washington DC we would be extra careful where we went in Baltimore. More than 10% of the population is looking for money to score smack! Some neighborhoods it's over 50% So you have a major drug problem and all the crime that goes with it.
But if you go there anyway be sure you're packing something, common sense, a knife, gun, mace, sober friends, world class speed in the 100 yard dash .......

while that tends to be true - carrying forces a person to be more careful and alert and cautious - as advice goes it still does not apply in this situation.
whoever this fool was, he could not have legally carried in that situation. (You could argue that he might have goen thru the whole reciprocity process - probably many days or weeks or work and bureacracy, if it was possible at all - but he still would have committed a crime carrying a pistol in a bar in maryland.)
I personally never go anywhere without some kind of weapon, typically a knife, but if I were to do something so idiotic as to get blind drunk in teh black part of town, my knife, tho i'm good with it, probably wold not help me. I probably would just have to take the beating, after being sucker punched. anyone who knows knife fighting knows fighting a crowd is a bad situation, you would be wiser to be passive, and hope to survive.
the real point, the truly wise advice, is completely simple, and completely common sense.
DON'T get that drunk in an unsafe area.
