Usually there is an age difference specified in this type of law ... Like five years age difference, e.g.; a 14 year old girl and a 19 year old boy.

The intent should not be to make a case of a 14 year old and a 15 year old having sex as illegal (statutory rape) -- that is just plain ridiculous.
