I believe that the ruling was made regarding a situation where you are under arrest and in custody in the jail. Its been pretty standard policy for a long time. This case was just a challenge to that.
It does NOT mean that they can just write you a ticket and strip search you by the roadside. That kind of hyperbole kind of ruins any kind of point here....
