1,000 uniques is plenty to test free signups. I use three times whatever my expected average conversion ratio and that's usually quite accurate. So if I normally expect to convert 1:1500 I will give a sponsor 4500 uniques before I judge. Screw wasting 30,000 uniques. That might have been 15 sales with someone else. For frees I expect about 1:100 unique maximum to free so I would know after about 300 uniques with reasonable certainty how it would convert to frees.
edited: I see you are talking about impressions. Then you have to adjust for that with whatever your ctr is. ctr = 10% means 5,000 impressions is about 500 click throughs. But you probably have stats for that to use.
