They were both over-hyped because of the 90's east/west nonsense, but Biggies lyricism was better IMHO. Pac had more classics, but I don't get fooled by extended last syllables.

Wasn't it really the people around Pac that made his gangster image? He was probably the softest most caring rapper ever.
And Biggies music for the most part was just party and bullshit, Pac always had a message. It's like Eminem vs Lil Wayne.
