This is what he can do. License sex shops, license porn, make sites verify users are over 18, only have licensed videos on, make sure all US companies adhere to these laws. Will be a major task getting the laws past. At a time when the US has far bigger problems to solve.
Just ask him "HOW will you do it?" don't let him side track the question and watch him flounder. This will stop 90% of politicians, because they are rarely briefed on the how. Just the why reasons.
