Doesn't look like the full story have been published here including the communication you had with their abuse department which can make a huge difference in how they will deal with you and your business.
If I was you I would probably consult with a lawyer in your own country and ask them how you should deal with situations where there is possible illegal content being uploaded. Else you will probably at one point ending up spending minimum a few days locked up somewhere. In a situation like this it doesn't matter what everybody else does even if innocent, you can't claim ignorance in a situation like that if you are dealing with the law.
You can probably get a good legal memorandum and legal guide on how to run your business for 5K or less depending on who you consult with, if you wait for someone to knock on your door which it appears you do then you are just asking for it and it will cost you at least 10 times more
