They technically may not exactly be scamming anyone. They are buying hits from people who are scamming or recieving fake hits themselves and they are either choosing not to be more discriminating in accepting traffic or they are not competent enough to know how to improve things. In some cases they are mainly guilty of inaction. It's your job in the end to make sure you aren't being screwed. Buyer beware.
