Firstly, Free Fall is not a speed, it's the motion of a body when the only force acting on it is gravity. (often neglecting the effect of air resistance). So two bodies both falling at Free Fall do not necessarily have the same speed; it depends on how long each has been falling for.

If a Pancake Collapse were really to have taken place on September 11th, the building would not have been falling at free fall, as there would have been a resistance force exerted from each floor, meaning the buildings would have taken noticeably longer to collapse than they actually did.
