I sell internationally, so I have had a Stamps.com account for a good while. It lets me print first class international postage, and I can't do that from within USPS.com. It's been so long, I am not sure, but at the time, I dont' think I could do it within Paypal.
I pay $17.99 per month for that.
Amazon now ties in to Stamps.com. If you have a stand alone account Stamps.com like I do, you do not pay additional fees on top of the postage cost to use it. You just log in Amazon, print your packing slip for the order, and buy postage at the real cost. Amazon deducts the postage cost amount from the proceeds of your order, so you aren't paying for it upfront.
If you don't have a Stamps.com account, there is some fee per postage purchase, but I can't tell you what it is.
I didn't really investigate it, as I have a stand alone store too, and need the Stamps.com account to print postage for it.
