that's not true, he is still breaking american law and is subject to their laws because of it. As it is the same with any country.
cia doesn't 'allow' shit.. you guys watch too many movies.. they aren't in control of everything and kill off people to suit their needs.. they tried meddling like that in the past and realized it just makes more of a mess than it does fixing the problem.
