Yes... but isn't that business in general, getting the best job you can for the lowest price ? Business 101... look at any major companies Supply Chain Management... they get companies to absolutely slaughter their prices...
Ok so we're not a major company... but we are talking about 3-4 sites at a time...
And the rates are all relevent... in the USA yes $400 isnt a lot, in the Philipinnes $400 is a good wage... so I understand US/Europe designers probably wont be interested (even though I have had a couple contact me)
