There is a rule in writing and reading news headlines, anything that ends with a question mark then the answer is no.
Examples :-
Q. Is this evidence of UFO's? Answer : NO
Q. Has a spaceshipb been captured on video? Answer : NO
Q. Strange weather in Russia caused by HAARP? Answer : NO
This rule works for any newspaper headline too
