One of my business partners who will be heading up the development of the traffic has had some experience... and we're definetly looking at combining a bunch of stuff, including tgp's, tubes, blogs and message boards... A lot of work but a area I think we've definetly missed out on...

Don't over complicate things, start one blog with Wordpress.
This will cost you nothing but your time to update it, update it as many times as you can daily with mainly video content and some photo posts and learn SEO
Seriously I'd update it 10 or 20 times a day, the more the better frankly!
Focus on quality
If you want to build up bookmarks you'll have to post original content and I'd advise only promoting under exposed paysites, pick your niche and only promote sites your competition isn't promoting.
Typically this will mean promoting paysites that charge smaller join fees per month, this is an area you'll need to research.
Anyway do that for a month or two and it should be earning you enough to hire someone to update it for you. Then you create the next blog, do it right and within a year you could have 6 - 8 quality blogs
