I bet the area wasn't clearly marked with cones and the construction crew is covering their ass now. The main street by my complex has been under construction for a month now, and some days it's tricky trying to figure out what route they actually want you to take, it changes daily and is a cone nightmare. I doubt the 911 owner is that unintelligent...
