This is why I have some doubts too. Panda is not just a new algorithm, but a new concept which includes manual checking of websites from the top of SERP's (and not only). Of course SE cloaking can't stand against 1000's of Indian reviewers (or how many Google has them hired
). However I'm still going to implement it as a part of the new version, but with a big bold warning to the customers: "don't blame the script if your site gets banned y SE's for cloaking". Something like that...
