Your cat won't like being on a leash. You can try it of course but it will only piss him off and he'll just sit there.
If you absolutely must let him out, go with him, and grab him before he strays too far. Keep him on your property, etc.
It can also help to setup a few cat toys in the hard - a thick heavy rope are easily climbed on, or build him a cat condo out of old wood. He'll climb and hide and play on it instead of going elsewhere.
If you let your cat get away from you it might get hurt or worse and chances are your asshole neighbours will be to blame. Tell them Go Fuck Yourselves for me.

Bold is the plan. I was out with him today. We go out once a day. He comes to me. Problem is he has a radius.. maybe 25 feet.. so I have to stay away from the road or he may run across it as he did. He wants to go back in after about 5 mins.
I have a nice tree he climbs and lots of shrubs ect. Every cat I had the last 24 years here ran. Some not far. Some farther (Lucky).
I like to go out to the lawn chairs in the summer. I live alone. You folks actually think someone who calls himself Catman is going to look at my cat looking back at me through the window? Wont happen.
So things will all be fine
