It's weird, but I do it based on what level their dressed at. If a guy, or girl (in New York city)has better clothes on, I'm more likely to give money to them. Maybe I think they don't usually beg, and just need a few bucks to get home.
If the bum is crusty and look like he's rooted in as part of the ecosystem, then I don't give, because I wonder if he'd even know what to do with 35 cents.
