What i have found on the google:
Dacia Hotel has terrace and wireless, their price are listed at this page http://www.hoteldaciabucuresti.ro/dacia/rezervari.html

El Greco Hotel placed in downtown , price is around 160 E per day - http://www.hotelelgreco.ro the photo gallery - http://www.hotelelgreco.ro/index.php?page=galerie-foto

Helvetia Hotel , it have wireless internet access,Apartment 112 Euro (single) 128 Euro (double) http://helvetia.netvision.net.il/ , their website also is translated in english

Other option may be Grand Hotel Continental 5 stars with free internet conection (don`t see a terrace in their photo gallery) http://continentalhotels.ro/Grand-Ho...tal-Bucuresti/

You can find lots of good place where you can eat to in downtown (called Centru Vechi). There ara many traditional food restaurants (if you would like to give it a try), italian, greek restaurants in this area in matter of fact.In about 100 m you are going to find more than 20 places where yo can eat or drink. Avoid gipises or taxi drivers in this area is the best advice i can give. Keep in mind after 10 PM almoust all of places stop cooking.
