Elance, freelancer, rentacoder, guru, and there are a number of others.

Many, not all, of these guys seem to be looking for small jobs to pay the bills. When you try and farm out a $3/5/10k project, you have a hard time getting them to give you what you need in regards to time lines, milestones, and so forth.

I do not mind so much on small shit they are banging out in a day, or a week. But ongoing large projects, I want to know when phase one will be delivered, what to expect working, and so forth. You can tell that many of these have never done corporate work where you need to accurately map out all of these details.

You will find on larger projects you will want this. It helps eliminate the bullshit, especially in regards to promises or expectations for delivery, payment, and so on. They developer knows exactly what is included for the set price. Anything beyond that is additional. The contractor knows what to expect, and more importantly WHEN to expect it. If you are delivering it in phases, you should have X, Y, Z working at delivery date one, delivery date two, etc..

But I digress....
