About IPs: even if you pay for them, there is some bullshit ARIN rule that requires a justified reason for a unique IP. (because apparently teh internet is running out of IPs, and very few hosts switched to the new IPv6 protocol.
What I would reccomend: if it's not mission critical (just some blogs for SEs) you can try the Webair virtual hosting. Tech support sucks, but you can buy extra IPs through a control panel.

You don't sound like you've ever actually been a customer, you don't seem to know much about how we operate. We issue additional IP's to clients daily, but if you ask for a 256 block, yes, we are going to ask you to justify. ARIN has long required justification, we have to maintain that ourselves and it has to be submitted to them when requesting new allocations, so it's far from bullshit.
What's your real agenda here?
