To take away someone's internet connection on an accusation is very wrong. IP spoofing, open wifi, grandkids coming over and stealing something on your connection etc.
You need to think this stuff through from a technical point of view and the implementation.
It's been proven to not work. I believe you have a fundamental right to use the internet and not be monitored whilst doing so.
It amuses me people that sell things that the public would be embarrassed to be caught viewing (legally) are in favour of making their customers love of german piss porn public knowledge. You don't think that would make people think twice about actually viewing legal porn?
