It's been well documented that it's not the act of CONSENSUAL sex that ends up causing harm to the children, but the very negative way the society or culture you live in reacts to it.
Obviously it's different when the act isn't consensual, but to say anyone under 18 is automatically harmed purely from consensual relations with an adult is ridiculous. If the age were set at 17 then society would condemn everything below that preset age...if it were 14 it would be condemned for anything below that age.
There are different ages of consent all over the world. In Russia I believe the age of consent is 14.
In Germany the age is 16.
In the Netherlands it goes as low as 12 with certain provisions.
People aren't considered mentally ill neccesarily if they engage in these acts in these other countries.
Personally I think the age of 18 is a good one as kids should have the right to develop as normally as they possibly can without any major sexual influence coming into their lives from an adult. Parents also need the ability to protect their children, and the law as it stands gives them that ability.
But as far as it being a mental illness - like I said...that is simply a judgement that the society and culture you live in decides as a whole based on certain criteria.
