You are wrong on so many levels. The first being, that England was around and spelling behaviour long before the US came along and changed the spelling to behavior. Secondly, the bill was not targeting marijuana, it was targeting controlled substances, and multiple convictions for smuggling quantities into the US.
And WTF is TCH? Also, in order to get the healing properties from the plant, it does have to be heated.
Try to keep your arguments accurate.
