Under the bill (the "The Drug Importer Death Penalty Act of 1996") the "certain quantity" was to be determined by the Attorney General, with the guideline being that it should be "an amount the Attorney General has determined is equal to 100 usual dosage amounts."

So, 100 times the "dosage amount" of marijuana, whatever the hell that means.

I should think that with a few puffs being enough to get most people high (provided the weed is any good), 100 times that amount would come to significantly less than 50 lbs. ;-)
