The difference between tubes and lockers is that when you sign up for a tube you aren't getting content from almost every site on the internet.
It's also a different type of customer. If you're using a locker then you are patient enough to wait for the download. Tubes differ as being more on demand than lockers. Locker users tend to want high quality porn and are willing to wait. They're collectors and ripping tube FLVs is unlikely to suffice.
Finally so what if locker users move to tubes. Tubes never offered really offered pirated content to premium users, they offer licensed stuff and as long as the license is being paid then so what. Also the more locker users than become free users at tubes is likely to cripple their bandwidth. Ad revenue doesn't cover tubes bandwidth bills. Sale rates on premium tubes are shit.
