Can't say how many times in Chicago I've had some bum come up to me wanting a few bucks to get a bite to eat, and I've offered knowing all well this is a scam for drugs/booze, to come join me for a bite at the closest fastfood place around, and I have never had any one take me up on the offer.

The last guy said 'Fuck you' to which I replied loud enough for the beat cop to hear 'You wanted a $1 for meal, I offered to buy you a Subway, and you said Fuck me?, well Fuck you too'
