It entirely depends, is there a project with a script or ready made designs? Famous indy animator Bill Plympton goes for a 1000$ per minute cost. 6000$ per minute would've been average commercial rates years ago.

If it's just going to be a bunch of static poses of characters flapping their lips obviously it's a lot cheaper than if the characters are having a fight on the top of a burning building while a helicopter shoots missiles at them.

An ongoing series starts to build a library of characters, poses, backgrounds and animation which can be reused in later scenes.

Time is also a factor, needs to be done by next week vs. next month, etc...
