It's been a big fail since the start just like with any other new tdl that came out over the recent years.
A domain extension will not get popular by stupid and expensive TV commercials. An extension will get popular if there are many many sites on the extension. To get many people to put sites on an extension the domains need to be cheap, everyone should have a fair chance of registering good domains, and people need a good reason to use the domain. .XXX doesn't deliver any of this.
If they really wanted the extension to be used they should have a clause that said if you don't put your .xxx live within an x amount of months the domain will be revoked and given to someone that actually wants to use the domain. What's the point of 100,000s of domains to be registered and just a few 100 being used. They obviously don't care. They make their money by scaring people to 'protect their brand' and making false promises.
