Topless Models In Newspapers

I've read a few times on here, including just a few days ago, about people's surprise that the UK allows topless (page 3) models in it's newspapers.

Why does this surprise or shock some Americans in particular? (even on gfy lol)
What would happen if an American newspaper decided to have this feature? Would it be allowed or would it cause uproar?




Some nice titties in the morning is the best way to start the working day !! It seems most in the UK agree !!!
