Because the phenylethylamines are a litle more likely to be abused as pleasure chemicals, giving the religious phobics who outlawed them in the first place more ammunition to use in the media wars that will certainly follow any legalization.
The tryptamines are more challenging, and while they cause intense pleasure they are inherently less likely to be used as pleasure chemicals because of their tolerance profile and because of the psychological challenges they present to the user.
But, ultimately because I'd rather have lsd and dmt personally, and I think the social effects of legalizing the study of consciousness that inevitably follows those molecules would benefit society the most.
I do love mescaline and mdma/mda, and agree that the PEAs should be legalized (under a licensing model I would say, both chemical classes should first be available under a licensing system, just to ease the transition.), and that they also could do astounding good for society.
