They are all faking and lying. Kim Jong Il was a tyrant and it was against the law to speak out about him. They are all clearly still in fear of losing what freedom they have and I think they are pretending to cry so they don't get carted off somewhere and put in jail.
If Kim Jong Il's son were to announce an end to the way they do things and welcome freedom, openness, democracy, an end to hostilities towards the South, free exploration of all knowledge and other cultures etc, the North Koreans would throw the biggest party the world has ever seen.
