Either they block your shit, make sure you removed it, verify for 100% fact that you are the owner or face liability for not taking action. The only way they avoid liability would be to block access to your stuff. I mean, it's not like you couldn't submit false documents claiming rights to publish. They would be stuck at taking your word or facing huge lawsuits. Imaging how many notices someone like GoDaddy would receive. It would take a damn fool to think they are going to actually try to verify with 100% proof, the rights of each domain owner to publish that content. If they were wrong about 1 out of 1000 of them that is a truckload of lawsuits they would be involved in.
They have tried to introduce amendments that wouldn't make it so easy for some random asshole to blackout your website but they have all been rejected. Regardless of what the idiots above say the way the law is written it WILL be abused. If they really wanted to go after the blatant thieves they would have happily added the amendments to prevent abuse. Even if you expect them to iron out the kinks eventually it's still a bullshit law that would cause harm in the meantime. Never mind the fact that it won't help a single damn person here make more money in the ways they are proposing. Never mind the fact that the government has abused every single law of this nature that has been passed in your lifetime. Never mind that free porn will be as prevalent online next year as it is this year regardless of it passing. It's bullshit, through and through.

You can achieve the same today with DMCA. Send enough notices upstream and see how fast somebody gets pulled. You can do it now with Google, too.... Look at the links to chilling effects.
