 This only has to deal with DNS, and ISP/PROVIDERS controlling recursive servers.  This has nothing to do with shutting down servers, it has to do with shutting down access at the provider level via DNS.
It still amazes me how stupid people are and that they actually need to watch CSPAN once in a while and read the actual information rather take what the media blows out of proportion.
Second this also only retains to Intellectual Property.  And only IP is protected under this.  They just can't shut you down unless you show proof you own that copyright/IP.
