I wouldn't call him a complete fucking idiot but I agree it was a bad move. If I were him and I seriously suspect a set up then I would be lawyering up now. He basically asked for sexually explicit samples of an underage female. Or at least that's how it could be construed by a hostile and ignorant prosecutor.
