I noticed this has been creeping into our discussions about unemployment. But this has always been the case, it's never been discussed, and we've always based our numbers on "number of people unemployed" - not how many people are not working. The reason why is you cannot determine why a person is not working - I have a friend who hasn't worked in over a decade, but it's not because he can't find a job. I have another friend who hasn't worked in three years - Not because he can't get a job, but because whenever he works he gets so much money taken out of his checks for child support back pay that it's not even worth trying.

Why have we started discussing the difference between "unemployed" and "people not working" in the past few years?
